To my fellow NASCOE Members:

 

I have been asked by NASCOE President John Lohr to represent NASCOE on the Policy Transformation Task Force.  The purpose of this task force is to provide a systematic review of policies to look at risk and conduct cost benefit analysis to target limited funds and still continue to protect program integrity.

 

The organizational meeting of the task force was held in Atlanta, Georgia on at the FLP/AO/SED conference.  Employee association representatives were not in attendance at this meeting.

 

A conference call including the employee association representatives was held on November 17, 2011. See SUMMARY.

 

The first phase will be short-term and will include items that can be changed within current authorities.  The second phase will be identifying the long-term items which would include any requiring statutory or regulatory changes.

 

My purpose here today is to gather ideas from CO employees.  The initial task will be reviewing the compliance procedures for the Marketing Assistance Loan Program, the Noninsured Assistance Program and the Conservation Reserve Program.  Please take some time and review the procedures in the handbooks related to these programs and send me suggestions on changes you would like to see that could maintain the integrity of the program, yet be a practical and cost-saving solution.

 

For those of you familiar with the NASCOE Negotiation process, I would like you to send me your suggestions in a similar format.  Please let me know what the subject or issue is, your recommendation of how it could be changed and the handbook reference.  I will collect all of these present them to the task force.
