NASCOE Benefits Provider Announcement

BENEFIT PROVIDER ANNOUNCEMENT

NASCOE entered into an agreement with Dillard Financial Solutions (DFS) on
October 1, 2013, to become our National Benefit Provider. In October of 2017, this
agreement was extended to September 30, 2023. During the 2022 NASCOE
Convention in Savannah, GA, the Executive Committee (EC) elected to solicit for a
new benefit provider contract. The EC made the business decision to explore all
options versus signing another extension with Dillard Financial Solutions.
Past President Marcinda Kester appointed a committee to develop the solicitation
packet, which was reviewed and approved by the Executive Committee. Interested
firms had until March 1, 2023, to submit their proposal. The EC reviewed the 5
proposals received and elected to interview 3 of the firms for consideration. Upon
the interviews being completed, the EC elected to enter contract negotiations with
one of the firms. The final contract was signed at the NASCOE Organizational
Meeting on September 21, 2023.

The EC considered the experience and qualifications of the firm, plan of work on how
to serve NASCOE membership, and financial incentives. During this process, the
Area Executives shared information with their applicable states and membership
respecting the privacy of the proposals.

NASCOE is pleased to announce that Dillard Financial Solutions will continue as our
National Benefit Provider for another 5 years through September 30, 2028. We look
forward to our continued relationship with DFS building upon the past 10 years.
Chris Lary was the NASCOE Benefit-Emblem Chairperson when this process began,
but she retired before it could be completed. Upon retirement, she continued to help
us with the selection process. Thank you, Chris, for your commitment to NASCOE!
NASCOE is in great hands with Travis Eisele as our current NASCOE Benefits-
Emblem Chairperson. Travis looks forward to working with Dillard Financial
Solutions and all the other benefit options included with your membership at Benefits
& Emblems | National Association of FSA County Office Employees (nascoe.org).
Travis has exciting plans to incorporate our benefits and emblem options into the
NASCOE APP. NASCOE has a continued relationship with Mike Hamilton
providing great emblems at NASCOE STORE – National Association of FSA County
Office Employees (wpcomstaging.com) with a share of all NASCOE sales going to
our scholarship fund.
